Although a matter of such impor- tance, which involves the welfare of all Muslims and would eradicate a great dissension would not seem to require an oath, but there are some people who prefer to remain silent on account of some personal consid- eration, or because they think that to testify to the truth will displease the people, while it is also sinful to lie.
